Often that indicates a buyer going through a broker who sets a program to trade in parcels of a larger total but it can also be someone who wants to cap the price by placing large blocks of trades around a certain price range (say, 4.4c - 4.5c) and just cycling a back and forth to swamp any patterns of true demand or price discovery. It might even be signalling to use the same amount over and over, effectively "telling" people not to try and trade this as someone bigger is in control. Whatever the reasoning, the ultimate aim is to obscure information.
