Unfortunately the people the U.S. were giving cash, so they would act as a farcical puppet government, have started to pull out. This is because they are being attacked and killed by their friends and relatives for taking the U.S. money.
When the majority of people don't want democracy, is it democratic to give it to the minority?
They will find a few Iraqi-Americans and do a handover to them. It might even be filmed in Iraq if they can hide the reality. These people will be the acting government for a year or so until "democratically elected" Americans take their place.
In a country where religion is more powerful than government, this will let the Iraqis know who to point their guns at.
