I'm afraid you haven't read it correctly. Each bar at the bottom is 3 months, so he arrived when the 17 fold increase had already occurred (majority of it at the very minimum)!
He can't be held responsible for the mania that preceded him though and it didn't sink all the way back to 2c, far from it.
