The term that I wanted to use for tacking down folk who have done a skip, is “skip chasing” – a specialist skill in which most lenders are not adept. If you Google “skip tracing” you will read that there are firms and individuals who regard themseves as professioal skip chasers. This is what I read at https://www.infoquest.com.au/uncate...-amp-how-can-you-skip-trace-your-own-debtors/ when I searched the Internet, “This process is used mainly by recovery agents, loan collectors, private investigators and sometimes by journalists also, but this task is usually accomplished by a skilled professional called skip tracer, who has the expertise in this procedure.”

On the price that CCP pays for quality debt, I do not know for sure. Poor quality debt, especially if sold by debt collectors after trying to collect, sells for a few cents in the dollar. US information I looked at shows that it varies a fair bit from time to time between 10c and 20c, but this would include good quality debt, but not the best quality. Charged off debt sold by banks tends to be the best quality, because banks screen better initially than utilities do. In an interview with Alan Kholar, CCP's Thomas Berigi was rather coy about saying what CCP pays for debt, but he did say that debt sells for as low as a few cents in the dollar to as much as 35c, so for want of a number, I chose 20c for CCP. I doubt if it buys the lower quality PDLs. There would be HC posters who would have a better feel than I do what CCP pays for PDLs.
