Telstra has not innovated for a long time, and rely very heavily on existing and upgraded infrastructure. The ability to innovate is also unproven.
I would support the idea of infra co taking over NBN to create a monopoly regulated asset. As a regulated asset, similar to electricity and gas networks it will be given fixed return over and above debt and equity funding costs. This would be low under current low interest low growth environment, but provides steady revenue and dividend in the world devoid of such.
