I believe we should have done what NZ did and earlier. Much earlier.

Jacinda had to pluck up the courage before ScoMo acted decisively but al least he did act.

You don't need more than high school maths to realise that there will be outbreaks down the track. POCTs can be used to collect a wide net of epidemiological data around the outbreaks, and also to flag a lot of people for PCR testing.

We may be lucky. If the hot spots are jumped on with multiple mass testing follow-ups maybe the second wave starting points can be nipped in the bud. We can but wait and see.
