I think its a smart raise personally.
The Directors have stated in the announcement that they're willing to take up any shortfall (positive). They're also raising early while there is still money around in the event that markets do go further to the doldrums.
The raise is also targeted at existing holders, rather than a placement to sophisticated investors' at a heavy discount (as is the case more often than not). I think this is a positive as well, it says to me that they actually value the shareholders that have backed them.
