I'm just speculating that it's capping.
But it's a legitimate sell order, and if it spooks you and makes you sell out then the erstwhile capper has achieved his desired result. There are people out there looking to hoover up cheapies as we get closer to drilling results.
DYOR and make decisions according to what that research is telling you. Worry about your own driving.
