A Self Managed Super Fund can buy/sell shares as part of it's strategy at any time the trustees choose. What he cannot do is access the funds of the total fund until he retires.

From the notice lodged, he in fact is not averaging down the way I read it, as he only held options prior to the on market purchase of Fully Paid shares. This adds more weight to the fact that he believes it is too cheap at the moment....along with the rest of us.
