According to DSE 2010 "Victorian Best Practice Guidelines for Assessing and Managing Coastal Acid Sulfate Soils", there is a hierarchy of best practices as follows.
1st Avoid Disturbance
2nd Minimise Disturbance
3rd Prevent Oxidation
4th Treat to Reduce or Neutralise Acidity
5th Offsite Reuse or Disposal.
1st and 2nd are impractical given the nature of the projects and the amount of material to be removed.
Prevent Oxidation can be achieved by placing the soil under water and hence it is the best practice for the storage of PASS. Read page 4 of the document linked below.
