the reason it looks such a mess is because they took a copy of one of their partners sites and then attempted to mash it into what they wanted by themselves without hiring anyone. if you look at the code the majority of the nav is commented out which is typically what newish web dev a do when they are either fairly new to the game or been out of the game a while and trying to get a handle on something new. like you I'm pretty disappointed
