On the back of the prior announcement which specifically called out WD tech and corporate teams, i think this is a positive announcement.
To me it reads that WD are possibly more involved than ever in tweaking to what they want to see before corporate takes over and the technical team step back.
Buy yes I can see how it could also be read that things aren't as we hoped.
