IMO, You need to understand that reality is almost certainly firmly in the middle ground between these extremes.
Yes there will be some initial confirmed orders.
Unlikely to be anywhere near current production levels straight off the bat.
But enough to demonstrate there is a market they can build on.
Tomsk A to satisfy demand over next two years means it will probably take a large portion of that time for orders to reach the full production level of the plant.
But at least by that time the company will be in a very strong position and be expanding in multiple directions simultaneously.
