Yes, retail investors are restricted to placing orders of at least $500 value but brokers have no such limitations. They can drop an order for one share if they want. It's also at effectively no cost to a broker as they don't pay on individual transactions like retail investors do. A broker pays a monthly subscription based on total transaction volume and value. So a trading algorithm can generate substantial sums of money by trading small parcels many times.
