I'd guess they'll take the sum of everyone's holdings who applied for the SPP. Your holdings/sum = % of SPP you're entitled to.
No way of knowing what you'll get as we don't know that value obviously (and there will be a small % of people who didn't apply for their full entitlement).
Average allocation will go from $17,400 to about $10,500 from the scale back.
