The older public servants including the top people didn`t let smarter people than themselves get to close up the ladder to threaten them. They installed only the dumb ones. The decent ones left cause they couldn`t work with a dickhead running the departments. The top people and the older workers retired ( baby boomer brigade). The closer to brain dead took charge and then hired kids who understood the modern technology. The final washup is that they, those in charge, haven`t got a full clue what they are doing but the graph looks pretty and the degree`d moron put it together so it must be correct. The answer to the problem is to hire what is commonly known as a ,Toe Cutter, and then watch the efficiency rise. Is there anyone in Government with the guts to take up the repair approach.
