Nothing to do with the dividend.
7 pm cut-off is some rubbish about the record date. Anyone not on 'the record' as a shareholder at 7 pm today won't get the entitlement offer. You won't be on the record if you purchase today, but you should be on the record for the shares that you held before the trading halt.
