if the management could convince the institutions that the prospects are so good - there would have been strong interest and the company could raise at higher price - didn't happen .

Heavy dilution to existing holders and now it is pumping to attract poor mums and dads so that the institutions and sophisticated ones can offload .

how would they offload 350 million shares without a pump ? they can't do it without a big pump which is currently happening .
