I support to some degree your theory.
I believe somewhere in the Elanco option is some form of confidentiality clause that limits self promoting or Elanco /Eli lilly are somehow accumulating shares and surpressing the share price espicially after the phase 2 dog trial or and are controlling the way the info is released.The real detail is in the dosier which we wont see till Elanco take up their option!
