I agree completely that the deal was supposed to have been finalised now and it is fair to apply pressure to Xinwen - but Chinese are probably touchy about things being done in public and maye it could have been done 'behind closed doors'. They may be offended by making such a threat publicly - who knows.
You say 'only a non-holder could take that announcement negatively'. I think the opposite could just as easily apply to a holder. The reality is the deal still hasn't been finalised. I hope as much as you do that the deal comes off but I don't agree that the 'threat' was a good strategy. Hopefully I'm wrong!
