Apart from a new CEO, any mine development/processing plant progress is on hold until COVID restrictions are lifted, which is when? Candidates for the CEO role will be very aware of that, as are financiers. The South Pacific nations are dead scared of COVID infections coming in to their territories, even if international travel restrictions are impacting their economies. I cannot say that I blame them since they do not have the resources for effective testing or treatment but they can still live in the manner that they are used to (more or less) at the subsistence level, if they remain isolated, at least for quite some time.
