Tesla has already aquired the land for its next car plant in Austin Texas. It will most likely build the cybertruck but is said to include a model Y assembly line as well.

With the ammended contract with Panasonic it is obvious that battery manufacturing capacity at Gigafactory in Nevada will soon be expanded. If the demand for the cars is not as expected they can sell huge amounts of batteries in the form of megapacks. I am sure the market for these is big enough.
