Australians enjoy many "rights" that have been truncated due to Corona.
The right to free assembly.
The right to go to church.
The right to leave ones home.
The right to travel.
WA doesn't admit people from the rest of the country, it certainly doesn't have to admit them from overseas.
There is no Australian "right of return", Israel has one. You might like there to be one but it isn't in the constitution or law.
In any case I would propose only allowing one passenger aircraft per week an airport spot. Thats easier.
