Inflammation isn't necessarily bad, there's a reason that's the bodies go-to to fight an infection/insult.
I think the key is that the BTM is biodegradable, so while it induces inflammation which would stimulate recruitment of specific cells and vessel growth, it eventually degrades once its use is up and the stimulus is removed.
