Anybody is free to suggest it to them if they agree with it. I like the idea that other companies wouldn't be taking all the media exposure for 'free international brokerage'.
Not sure how that would fit into a slogan, but in bullet point fashion, I think it would appeal to me.
You pay the lower of:
- Free Brokerage & 0.5% FOREX Spread
- $9.50 USD brokerage & 0.1% FOREX Spread
With my fairly large order sizes, it'd make it very clear to me that Free Brokerage is not always the best option, but it's there for people who want it. It'd make it obvious that other companies offering 'free brokerage' may not be better value (if their FOREX spread is >0.5%). And 'the lower of' shows that the company cares about providing good value to the client.
