Well, given that FLN users seem to typically be either employers or employees, they're going to have to do KYC for a worker-type customer eventually, aren't they?
FLN's role with KYC is interesting. They pop up periodically in analyses of 'microlaundries'. It would be a nice little side earner to detect money transfer activity and impose KYC on the accounts. I wonder whether funds frozen in that fashion are ultimately handed over to the relevant national authorities by FLN?
