Access point is probably what I have on my property. It is to access the sewer pipe that runs down the back of most properties. It is there to enable the water board to access the pipes to clear any blockage that may occur. They usually inspect once a year if there is any recurring problems like tree roots in the pipe but if trouble free you will probably not get many inspections. The water board always inform you of any inspection that they want to do so they can get access.
