Great question .. ,, A vaccine "singular" may well be developed , Vaccines are a Living culture or Attenuated , they have to be kept between specific temperatures and require intravenous delivery.
So a Vaccine is great somewhere like the Mayo Clinic / Western World Hospital ,,, You still expose the clinician to the patient /patients and the Building itself to Cov 19.

There is a high degree of manufacturing and packaging required with a vaccine..
