Its not an average, its an accumulation.
When the line is above the blue horizontal lines, it is saying that closes are regularly higher than opens or in other words the market is underestimating how much the market will rise each day. Obviously that's a bullish environment, and below the line is the opposite.
In a bull market you would normally expect it above the line, but if it falls below while the market is rising it can be regarded as a divergence.
The extremes are an infrequent bonus.
