There are two issues...
1. Giving work to smaller contractors is likely to keep the profits in OZ and create more opportunities. (The opposite is obvious and I am sure people in this forum understand the ownership structure of some of the Tier 1s)
2. Victorian experience with a few recent large scale projects hasn't been good.
I think keeping the profits here and creating more employment is the primary driver.
