    sorry main point...business arbitrarily decides the turning point, the buy in, and these guys wont spend til they know its most probably getting close to cheapest price, and thats not now in most circles. the economy has slowed so its just not gonna happen soon. and so debt starts to have a say on a sp now eg:rio.
