I have not read the details of the federal government's grants to the local councils, not sure if there are any conditions attached, eg, what they can spend on.

I think the rationale of Canberra handing out the goodies is to stimulate demand for goods and services, to ensure that the level of economic activity has some level of support via these extra spending.
