Romans could build roads and aqueducts that have stood for literally thousands of years, whereas these days apartment blocks and bridges are failing during or recently after construction (in "developed" western countries such as the USA and Australia - google it yourselves). And before you try to discredit me, I hold an engineering degree in this field, so I can say that I know what I'm talking about.

It is a humour forum, and there is enough very recent significant failings by civil and structural engineers to lend credibility to the joke.
However, the only critique I have is with the first line: there were civil engineers back then (in Roman times), but they were deemed "technicians" and formed a part of the army so they weren't really acknowledged: history remembers the politicians that supported and financed the projects, rather than the "technicians" that designed them.
Australia and the USA have gotten so politically correct that people can't even post memes without others critiquing it and being offended about the accuracy of the joke - hilarious.

The Aediles were the roman officials responsible for building and maintaining infrastructure,
having said that - every roman legionnaire was a builder in his own right. Caesar's legions were responsible for some significant engineering feats such as the bridge across the Rhine and the Alesian siege containment walls.
The Pantheon was also considered a major engineering feat for its time with its interesting use of concrete in its ceiling
