So Clive is seeking support from the likes of Shougang for his supposed $5 billion dollar float, including the rights to mine 20 billion tonnes of iron ore.(from his estimated 60 to 80 billion tonne deposit and some say 100 billion tonnes plus)

The underlying consensus is that io prices will take a haircut next year.

So why would Shougang build/finance a plant based on only 1 billion tonnes, when the economics of a substantially larger operation make more sense.

They wont. This is just more of the never ending rhetorical nonsense surrounding this project.
