If you want to challenge the source of the story then go right ahead. It appears to come from respected media organisations
For me it makes no sense for them to be building power stations that they are hardly using. But, we have seen the Chinese build other infrastructure such as cities that have also not been used either. They clearly do things differently to us in the West.
Maybe they are anticipating a major increase in electricity demand due to rapid electrification ? Maybe they can do it because they are building these products for other customers and therefore can build them for themselves very cheaply. Maybe they do it to support lulls in their industry ?
Perhaps you can explain why they have all these power stations underutilized ?
Or are you going to deflect that question ?
