In a recent interview, KZR's Luke Reinehr said they felt good about their chance on their bid for Blocks 3 & 4 because they had various native agreements in place that most other parties did not have. That would count towards the big scoring portion that has 45% weight. The weighting of the bid process does not automatically mean the largest mining companies would have the best chance to win.
