65% of individual holders perhaps. But it reads that those 65% bid for their entitlement and then more than the remaining 35%.
So there will be discussion about how that shortfall is allocated and how the underwriter gets their 1c shares too.
Given 200m+ 1c shares were issued yesterday, closing at 1.7c with bidders willing to pay 50% higher than the rights issue isn't to shabby in my view.
