you are interpreting: US$ 150 million to be paid at the closing date with the price adjustments. as if it says US$ 150 million cash to be paid at the closing date along with the price adjustments which are another $150m accrued oil revenue

but it doesn’t say that and it would say that specifically if that’s what the “with” meant. It’s translated from Portuguese, remember (vsn available on PB site if anyone speaks the lingo and can confirm) but I think it’s better read as:
US$ 150 million to be paid for with the $150m price adjustments at the closing date
