I recall Burns stating in more than one interview that they are expecting to build NVX with licensing agreements. If they are doing this, then they are less likely to need to meet demand and the organizations that need large scaling quickly will do it on their own using the NVX technology.
In the meantime, NVX will continue to work on its own manufacturing and will supply manufacturers as demand (and supply) permits. At least this is how I see it.
I also don't see Tesla paying a premium for this technology when it already acquired Maxwell. Tesla needs the cash to fund it's expansion plans and spending the money to acquire NVX technology when it doesn't need it doesn't seem like a good business decision. That's just my Yankee opinion.
