I'm sure it is not beyond the realms of possibility, but a challenge, needing reasonable capex. Contracts would help with this capex, but US govt grants would be the best way to do it!
If there are a number of contracts in the process, the building of capacity to seal the deal would be a priority IMO.
As I have a fair chunk of my portfolio here, I would love them to do this, but want to realistic.
