Highly unlikely as phase III is for proper large sample size testing and to see whether it is more effective than peers. Phase I & II just don't have sample sizes that are big enough to make, legitimate wide scale conclusions. I have never personally heard of one going to market in that fashion. But, that isn't to say it has not happened before....
