    It seems to me that TLS is in a very strong position. If the Govt is actually stupid enough to really exclude them, then it seems to me that TLS will have additional massive free cash flow over the coming years and will be in the best position to slowly lay out/expand their own forms of broadband which will be highly competitive with whichever companies that secure the Govt contract. In fact , whichever companies are successful it is likely that they will want TLS to be part of it rather than risk a very large failing investment on their own, despite the Govts contribution.
    So it seems to me that if TLS are out of the Govt process then TLS will be able to significantly increase dividends and still compete very aggressively. If on the other hand they are invited back in, then its business as usual with TLS holding the whip hand.
