If it were bad news, there was no apparent rush for the exit even after the OEL trading halt was posted. Then again at these SP levels, those who were predisposed to dump have done so long ago.
The best upside from "change in operations" could be a partial buyout of OEL as operator, which may increase value of NDO's holding. But more likely some glitch that effects production. Then again these were common and did not previously prompt a trading halt.
