My understanding was that originally the Operator was organising the finance for the JV. This obviously fell over and neither CNE nor FAR were included, but Petrosen was.
So it's not that far fetched that WPL offers FAR finance to keep the Lukoil off their back. It is not costing WPL anything since FAR would be quite capable to pay interest in the current environment. Plus WPL has substantial unspent funds sitting presumably in the Bank receiving no interest.
BTW your pet hate FB is not active so not much point to worked up over it.
