They probably don't need the cash in a hurry. SPP's take time. I would have preferred they wait a bit but at least the terms are on a very equal basis ie any shareholder can participate to the same amount.
Also, if they hold the cap, $30k won't be enough to satisfy bigger parties that might be interested so they will have to come into the market which should help hold a floor, maybe higher than the 13 cents.
