As far as I can tell... the PPL won't be issued until at the very least sometime next year if you look at their previous PRL announcement with the strategic dates.
The announcement my friends that will sky rocket this SP into the $ is strategic funding partnership.
That is one of their primary focuses at the moment of which I am expecting and hoping anytime now, if not hopefully before Christmas.
