Africa owes $$$ to China so guess who's boss. But China is facing financial issues across the sector, which is not helping their agenda to control what they set out to do.
As long as China is involved, I can't see the SML being granted. Reason is... they can't control it as they don't own it. It a threat to them.
BUT... if the US comes in and does a deal with Africa... I'm back on board.
