yes its totally legal. Effectively it is one parcel broken up into smaller components... the bot or program calculates what is the best price to buy at and what quanity... it means the big players can accumulate a good quantity without buying up in one large parcel and driving the price up. Personally I think it sucks... but hey that's probably because I'm just a punter.
