Closer inspection of Chalea's post reveals

"A bearish rising wedge forming another lower closing SP accompanied by another higher MACD trough, (a triple bullish divergence), will be the catalyst for a meaningful rally."

This has not yet happened, so what chalea is saying is that the meaningful rally will occur (in his opinion) after the bearish wedge has played out (that is broken and hit an appropriate lower level), particularly if at the time there is remaining bullish divergence on the MACD mavs.
