Priority target for Carbon Trading is just to get the nuts and bolts of the machinery working without falling apart.
Giving away permits, low starter tax rates, are perhaps essential starter components towards getting Carbon Trading functioning with (almost) everyone aboard.
Once Carbon Trading is up and running politicians will find it much easier to "adjust" the rate$...
